Official Culpability?
There is more than adequate evidence demonstrating that there were repeated 'official' contacts over a period of several years with several individuals who were at the time aggressively disseminating UFO rumors to the public.
The official contacts were emanating primarily from one section of a particular defense agency. Within the constraints of the present evidence it is possible to suppose that these contacts were being orchestrated by a few individuals outside of their official responsibilities. This could have been a rogue operation, however difficult it might be to conceive of its motivation. On the other hand, if this was part of an officially sanctioned disinformation effort, it is nearly as difficult to conceive of its overall objective, other than to suppose that this was an especially risk laden display of incompetence at a high level of authority.
It would be appropriate at this time for someone with the proper authority to initiate a review of this particular episode. Such review could shed considerable light on what has become a significant source of public confusion on the subject of the Government's involvement with the 'UFO' phenomenon.
Some of those individuals who were being contacted have already been the subjects of low-level government inquiries, with inconclusive results.
