Opening Gambit

Here is a summary of the present understanding:

There has been concealment of ufo related information.
There will be a disclosure process and it will require extensive human participation.
The aquarium network is a likely vehicle for any such participatory disclosure.
In light of the above, the aquarium is proceeding with an inquiry

Before venturing very far into the hinterland, the aquarium must set its own house in order, and we should proceed on that score with an eye to our neighbors in the aviary. The extensive experience of the aviary with ufo networking in and out of the government provides an invaluable resource. Every effort should be made to utilize that resource. It will not be easy to convince individual members that a new networking initiative will meet with any greater success than they have apparently already had, but reasonable support and input from the aviary will be essential to our entire outreach effort.

General questions for the avians:

To what extent, to what end and by whom has their collective wisdom previously been collated?
What are their beliefs concerning the concealment of ufo and related data?
How does the aviary fit into the "anomalies network?"
If they were given the proper authority, how would they conduct an inquiry into the government concealment?

A principle tasking would be to review with the avians the list of potential interviewees and interview questions.
